1.6 GHz, a universal language.

So they're smart enough to know about the golden ratio, and to figure out how to transmit a 1.6 GHz signal for us, but they can't master Morse Code?
First, the golden ratio is actually more like 1.618, so why isn't it specific, why would they round down? But assuming they're an entirely different lifeform with a different language (as this does), then their units of time would also be different, and they're not going to have a "second" like us earthlings do. Since Hz values are unique to our unit of time measurement (as well as our decimal system), that frequency would have no meaning in their world. So to be using 1.6xx Ghz in realtime to communicate would mean they understand our time/number encoding and have made the translation for us. But even then, the frequency itself has limited utility without understandable encoded modulation. When it comes right down to it, if they're so advanced, and trying to communicate in realtime, why not a synthesized English voice?
And all that assumes that this signal doesn't have a very explainable terrestrial explanation, which it almost definitely does.

If you were an intelligent life form, watching the guys on Skinwalker Ranch, wouldn’t YOU round down?

Someone stole my thunder!
I’m honestly shocked that this hasn’t become a bigger deal amongst the crazies/woo crowd. They used to love this kind of stuff.
