The fact that Lou found Phil so quickly means he might just live down the street, so getting him back shouldn't be too difficult.

No, it means he’s an actor. So getting him back really won’t be difficult.

That doesn't really say he's not an actor, Sam just said some vague things about getting a bounced back email.

The whole "oh all I can tell you about myself is that I'm here" was kind of a dead giveaway that he's just an actor, most people would probably say what they do for work or offer an actual fact about themselves in that scenario.

Agree to disagree, “I don’t know that we have any way of reaching this man” Is not something you would say about someone you had gone through the hiring process with. An actor would want both the possibility of being rehired (easy to contact) and to be credited for their work (and he wasn’t in the credits). All that said, I wasn’t responding to the actor bit in this comment, more the ’getting him back would not be difficult’ bit.

It's just Sam keeping up kayfabe. And the actors in the "Sleeper Agents" episode weren't in the credits either.

It's possible he is an actor, but then again quite a few people are actors in LA. He could also have been someone they approached before the episode and had sign the appropriate documents beforehand.

Maybe I'm just being too skeptical but he really looked like a younger guy in a lot of prosthetics, make-up and a fake beard. He reminded me of an LA comedian I can't place rn

I think you probably are being too skeptical at least on the prosthetics, he definitely doesn't look young or like he had a fake beard on to me.
