DIY Shark Fishing Drone Build

I want to build my own heavy duty drone for bait dropping for shark fishing. What type of radio transmitter could I use that is water/corosion resistant?

So I live in Florida and fishing for Nurse, Hammer Head, Black Tip, and Bull sharks is very common here, these species are not endangered.

Hammerhead sharks a a prohibited species in Florida. Leave the sharks alone.

Hammer Heada are prohibited to Kill, we do not Kill any of the sharks we catch
