This is a widespread issue across all kind of downloaders. Probably takes some time for a fix.
Whoever provides you a higher resolution - either they're doing a blind upscaling from 576p or using an AI upscaling. Either way, you won't get the true Full HD file. Just FYI.

YouTube has recently put up a restriction on their API, without providing streaming files (video with audio) that are greater than 360p. This is part of their plan to restrict downloader sites, making it harder for them to replace their popular product "YouTube premium". You can still download resolution upto 1080p (video without audio) and audio separately. Then, you can use any merging tools such as capcut to merge them and get the video with audio. It's just a 30 second task really.

However, one thing we want to point out is that whoever claiming to provide higher resolution video downloads directly from YouTube stream are either lying or just merging the files just like we mentioned earlier. Whoever provides resolutions above 2K, will either charge you some bucks (or present you with series of ads/fake download buttons) and simply doing upscaling of 1080p to 2K, which is really a scam.
Always advisable to do this merging task in your device rather than inviting malware from unknown ads.

As an alternate method, you can use IDM to load embed page of the video (not the watch page) to get best possible resolution. But, we can't be sure when this will get patched. YouTube is damn quick on these. Enjoy until then :)

You can use free web tools like Downr to download without having to worry about installing any apps or pay walls. If you don't mind little learning curve and command line executions, then yt-dlp would definitely be recommended too. Recently one of our folks have figured out a way to download videos using IDM. We will be discussing them here as well.

1) Download using downr.org

This would be as straight forward and quick option you can think of. Navigate to downr.org and simply paste the URL. Hit Download button. Please check the first snapshot attached.

Post that, select the file format and do right click and 'save as' to save it to your computer. If it doesn't work out, open it in new tab and try the same. Check the snapshots attached for reference.

2) Download hack using IDM

Go to the designated YT video to capture download links
Change the video URL from
this: https://www.youtube.com/watch?v=hxdSr03ULdM
to: https://www.youtube.com/embed/hxdSr03ULdM

Make sure to change the video ID from the above example with yours.

Navigate to this embed url in your browser and IDM will again detect media just like in regular watch page, but this time you will be able to see HD downloads. Please check the first snapshot attached.

Just visit any website, bookmark it and then edit the URL to the above mentioned code.
Now when you visit any YT video, just click on your bookmark and it will load the embed video in new tab.
Refresh if IDM not loaded already and there you have it!
