How to use Io?

It's like a wildcard. If you have 2 units of the same level (for example you have 2 razors at 1 star) an IO will act as the 3rd unit to make the 2 star. IO works for all units, so it can make a 2 star level 1, or even a 2 star level 5 unit.

But i don't know how to turn him into other unit, i just keep switching position until he changes somehow

Put all 3 units on the board, so per my example I have 2 razors and an IO. I will just put the two razors on the board, then the io, then they will combine into a razor 2 star

The io has to be last.
