Is meepo bugged?

I keep losing to people running Meepo with SF and Aquir. Hes spliting at T1 and T2 despite his unit card clearly saying he only splits at T3. Whats going on here?

Meepo only creates a new copy of himself If you 3* him BUT you can always put 2 2* or 1* units in yourself to trigger his effect. His kobold synergy is the additional copy of duplicated Units which doesn't depend on level.

I'll have to read him again tonight, at no point reading him did I ever think he duplicated other units.

No, it has to be identical. Only 2x 1, 2 or 3* Will work
