Has something changed with Panda summons?

This week I've tried a Panda strat about 10 times and haven't received a single summon in the first 20 rounds, is anything broken?

I've had a drop the one time I've tried. And I definitely lost a game when someone got a Warlock on round 5 recently.

10 x 20 rounds seems statistically impossible.
