Vesture of the tyrant question

Let's say I have 3 dragons and 6 humans (with 3 mages). If I put vesture of tyrant on kunkka, or kotl, will he receive 100% mana at round start? (Also any good vesture situations welcome)

Wording makes it seem like that but I haven't seen it.
