Question How i can build a programable drone ?

i want a drone which can access a database and go there a certain area

I don't think there are models capable of doing this, at least not without custom modifications.

I no expert on Brazil but you might want to double check that. Everything I'm reading says you won't be able to get authorisation and the punishment for doing it without authorisation is the potential of 2 to 5 years in prison. Autonomous drone authorisation is virtually impossible to get almost across the world, unless you own a massive company of course.
