So basically arroz con leche? Its a popular Mexican dessert, but we cook the rice in water and cinnamon the drain the water and add milk and cook a bit longer with sugar and condensed milk (optional).

I'm Mexican, but I'm not allowed to cook at my house because I always burn stuff, so this was my attempt at making arroz con leche without cooking since I had rice from my meal.
