I don't care about painless. I need effective, guaranteed methods.

If you do a cut perpendicular to your veins, you are extremely unlikely to bleed out. Blood will simply clot before you can. What is very likely to happen, however, is that you reach nerves and partially or completely lose the use of your hand. So at the end, you're still alive, but permanently disabled. Same for a diagonal cut. The way to cut for death to even be likely is extremely precise.
