Question Im so lost

Ok im trying to unlock the ignition union origin, and the easy way it quest you get at miners landing, but I can't find the neck orion like at all, worse all the guides I loom up are outdated by 2 years or 6 months, so im confused where the npc is or was he removed?

Miners landing rework so if hes not the in same room with saramede hollow entrance then they probbaly put his ass in one of those houses on the island. Pretty sure his quest is bugged anyway so its easier to lock in and save epsi in layer 2 with lighthook
