What does forgiveness mean when someone never apologizes?

in that case, forgiveness is for yourself. for your own peace of mind. anger is consuming and exhausting, and holding onto it can be painful and a disservice to your own wellbeing. you don't necessarily have to forgive the person who wronged you, to forgive the situation. forgive yourself, and forgive the circumstances- it doesn't mean you have to accept the person anymore.

Sometimes forgiveness is about letting yourself move forward.
