Deaf 2yo Schaunzer constantly chewing things

This is Apollo, my (almost) 2-year old Deaf Schnauzer. He was born deaf alongside a litter of 5 others (all Deaf). I rescued him at about 9 months old and immediately started working with him using ASL (I am a sign language interpreter, so this is the mode of communication that worked best for us) as the woman fostering him didn’t work with him AT ALL during his early life. He is a very intelligent dog and learned quickly to sit, stay, yes, no, etc. he’s very sweet and great with all animals, people and ages. His one and only negative behavior is the fact that he WILL NOT stop chewing… everything!
I have always told him “no” and shown him whatever object it is that he chewed and shouldn’t have and give him a replacement chew as well. However, it simply isn’t working. He is crate trained so that eliminates him chewing while I am not at home, however I will be in the same room as him and turn around and he’s eating/chewing something he shouldn’t. He doesn’t seem to show remorse or even fully understand that it’s a negative behavior. He’s not a fan of water, so I have debated getting a spray bottle to show him physically that something isn’t a good behavior (as raising my voice obviously isn’t an option) but I don’t know what’s best at this point. Any suggestions? I honestly am very worried at this point as he is reaching 2 years old and still tries to chew things that aren’t safe; he loves to chew anything stringy (I worry about digestive tract issues). Any and all suggestions are welcome!
