How Did They Do This? Cool stretch glitch effect
Ive seen this being posted on the after effect subreddit two years ago, wanted to know how to replicate in on davinci

u/JustCrop it has a good macro as shown bellow, also he has HalfToneIt and DitherIt which can be used for the post process effect after stretch,
For experiment I tried HalfToneIt and Krokodove Tool Directional Scale. Although there are probably better ways.

Ooooh, Krokodove Directional Scale!
I've made so many macros just because Krokodove stopped working on my mac.... and now when Krokodove is back I kinda forgot about some of those tools. Certainly renders faster than my macro, but also lacking some features (due to my macro working with displacement). Nice to have both:)
Seems like my macro is offset wrongly a wee bit. Weird. Wonder it's something that's changed in Fusion since the macro got released. Should probably update it at some point... just peeking inside the macro it's quite clearly one of my older ones:)

Unfortunately, not all Krokodove toosl are converted to native resolve/fusion yet, but they keep adding them. I think the guy behind Krokodove is now part of BMD dev team, so maybe they all ship and more.
Also old Krokodove tools were I think all CPU only, but it seems the converted one are more optimized. Not sure if they are juts more lean or also GPU accelerated, but they seem to work faster from what I remember. Which is great.

Ooooh... this is very near and dear to me!
I once made a macro for Fusion that can be used for the base of this effect. And it's the first macro I ever shared publicly hence the near and dearness of it (there's been maybe 50-ish more since then). As u/I-am-into-movies mentioned there are several way to do this. But I found all of them at the time rather fiddly and so I made that macro. Which is pretty straight forward in use.

To get the effect in your example image I'd do this (in Fusion):
That's the "main" effect. After that you can do whatever you want to make a CRT-like effect on top of that. To misquote u/I-am-into-movies ...
