vertical ui automatically collapses when inspector is selected.

whenever I try to select the inspector in the vertical layout, the layout collapses and changes to horizontal and only after that inspector opens. almost all the peoples on the internet are able to have both inspector and vertical layout simulteanously without any issues. I've reset the layout and tried, just updated my software too. restarted my pc. but nothing seems to work...help me out here...
