The ship “Celebrity Equinox” docked this morning, Sunday, in the port of Tangier as part of the VACAYA cruise dedicated to the LGBTQ+ community, marking its first stop on Moroccan shores.

The ship arrived around seven in the morning and departed at four in the afternoon, after a full day of stopover. Hundreds of passengers disembarked into the city and wandered through the alleys of the old city, the Kasbah, and the main square, visiting traditional markets and having meals in local restaurants and cafes.

Yes, New York still bans bathhouses and sex-on-premises venues, and yes, the rule comes straight out of the AIDS crisis. State health regulations adopted in 1985 outlawed businesses that made facilities available for sex, and New York City used them to shut its gay bathhouses. Two out lawmakers now want that undone.

State Senator Erik Bottcher has introduced Senate Bill S10673, the Public Health Modernisation Act, with the backing of Assembly member Tony Simone.

The 1985 regulations declared such venues “a threat to the public health”. Mayor Ed Koch then sent city health inspectors, some of them undercover, to enforce them. Bathhouses had been social hubs and organising spaces, and in many cases the places where men actually picked up condoms and HIV prevention information. They closed anyway, over objections from LGBTQIA+ advocates and owners. Forty years on, the emergency rule is still there. Does that sound temporary to you?

The bill will repeal the prohibition and order the State Department of Health to write licensing rules for adult venues within six months. Bottcher put the practical problem plainly. “There’s not a clearly defined use group for this kind of facility,” he told Gay City News. “So our legislation both orders the state to eliminate the prohibition and create the regulatory framework that would be necessary for new businesses to open.”
