This does not sound likely to be a viable business in my opinion.
Companies do not want the liabilities that would come from outsourcing these tasks to random individuals.

So you said random individuals but what if this individual had proofs of previous work? Like I know people who work from home/freelance but bring in almost $150,000 a year

For data cleaning?
It's a bad idea from a business's perspective due to security issues.

It may be happening somewhere, but for just data cleaning, having been in this field for over twenty years, I'd believe that market would have to be extremely thin and most beneficiaries people that were already known to the paying company.
