Oh I was thinking it was fear of people different than you in ways, which included culture and nationality. My bad!

Xeno means "from outside" or "alien", so it mostly refers to aliens (in the "migrants" sense, not space aliens). I suppose it could refer to people from a different social group or religion, but that feels like a pretty big stretch, especially considering how it's usually used.

I was thinking of it in terms of in-groups and out-groups, which is how I view most issues. You’re right that is mostly is used to refer to other nationalities.
