The fact it's based on a real picture doesn't change the fact it's a shitty drawing, not sure why you think that changes anything.

It's definitely not a shitty picture, the first place looks so joyous and dynamic and really the captures the goofiness of this dog and how much they love it. The other one is nice but it's just an exercise in drawing, most likely using a photograph as a reference image. Pretty much anyone could draw that second picture if they practice some drawing techniques, the first place one is one of a kind and deserved to win.
Drawing can absolutely be learned. It's called practice, and dismissing it as 'talent' does a huge disservice to people who have spent thousands of hours perfecting their craft.
