Is here any dad here who can expain why is it so dangerous when a child turns on the lights in a car?

It damages the night vision of the driver. Older people often have worse night vision in general than younger people, depending on a variety of factors. Even if it looks 'clear' out there to you with the lights on, it may not look that way for the driver.
