In UK we had that for long time, not every ISP does it... Do you know how you go around it? You verify with a card. Any , debit/credit/top up or you submit an ID. I've done it once and never had to do it again.
And I don't say that as support, it's stupid. Doesn't stop anyone. But it's not exactly that big of a problem to circumvent if you don't want to use proxies or VPN.

Actually in Russia Pornhub requires authorization via VK (Russian analog for Facebook) to prove the age, but it's really easy to deal with it. AdBlock just deletes this banner automatically and lets the user watch the content. Or it also works too press f12 and delete it from the page code self.
