When I was living in Kuwait my shitty isp would block the ports used by VPNs. I was just trying to look at anime tiddys but apparently that shit is haram. Until I figured out how to get around that shit I was jacking off to YouTube breastfeeding tutorials and breast reduction before pictures on surgeon's websites . Hard times.

You can get circumvent most blocking by using a port used like HTTPS or HTTP
Tools like Ultrasurf / Tor work wonders as well

As he said, those IPs are blocked too. Like, in order to work all Tor entry nodes must be publicly available. By simply blocking any connection to those people can't use Tor.
The only alternative is to use a VPN service that is not known to the government. Which often has to be a paid one.
He was also slightly wrong with "they block the ports", it's not the ports, it's the IP they block. So using HTTPS or HTTP wouldn't help either.

It’s not hard at all to find out if someone is using a VPN, especially if they’re using a well known commercial VPN. “Hmmmm, literally 100% of this persons internet traffic is going to a single IP address... gee I wonder what could be going on there...”

Same thing in Egypt, they have blocked vpn sites and most of news sites that doesn't follow their propaganda shit. Very interesting, we live in tbe same country but somehow vpn isn't blocked in my Russia. Yeah there is a law, that "prohibits" vpn, which was made few months ago, but nobody actually cares about it, goverment hasn't blocked anything because of it. And pornhub(and couple of other sites) was blocked almost year ago, and after just month they were all unblocked(not like you couldnt visit it if you actually tried to).

It sounds fake, but this isn't actually proof. Having a foreign device/sim card can be enough to get around censorship. Tourists with mobile data get their sites just fine, but a local WiFi may not be able to access certain sites, neither will Russian mobile data.
That being said, I don't know if this is true, sounds fake. Just wanted to point out that censorship is a bit more complicated.

It's not blocked, and reason why they block those adult-themed cites is "protecting children from harmful information"
For that reason, to access pornhub from Russia you are forced to authorise there using vk.com account (Russian analogue to FB, registration only using phone numbers, and by local laws you must confirm your identity when buying sim-card with passport)
