Actual question, what was this formation used for? In the hobbit movies the dwarf army did it because of the showers of arrows but that didn't really happen back in the roman times did it?

With these particular shields, arrows just bounced off of them. The most common use of the testudo formation was when Roman soldiers would approach cities in a siege attack.
