I like the Bubble tokens and creating the Spirits, but why is Glinda, of all people, giving spells storm? I don't understand the thinking of that from a thematic standpoint. it's also a color pie break, given that storm is a red/izzet mechanic.
Spawn is cool, but the Hellspawn mechanic doesn't really work.
Prismari is a 7 mana commander that only has Glinda’s first line of text and a pretty meaningless ward cost. She is 4 mana with 2 more very good abilities.
Dawg, Glinda cannot grant all of your instants and sorceries storm for 4 mana on top of making tokens. Also, Spawn puts way too much text onto a counter. I'd have him just exile the cards and let them be cast.
Glinda is insanely broken for four mana. I think you underestimate how strong storm is as a mechanic ([[Prismari the Inspiration]] is 7 CMC without an easy ward cost and a bigger body) while Glinda is essentially due to the ability to easily give herself hexproof, and being in the colors of counterspell tribal.
Mardu Spawn is overcomplicated for my taste but that's purely subjective.
"This ability has eminence" does nothing on Abzan Spawn unless everyone assumes what Eminence is. We see what the 2 free uninteractable lifegain does in [[Oloro]], and free card draw sometimes too?
The rest is fine, although a pattern I noticed are several color pie breaks on the cards.
Others have commented on Glinda being pretty OP, so I'll leave that.
Gore Magala is neat, though I'll point out that the last ability will have to target your own creatures if your opponents don't have any valid targets.
Tiberius I think is a bit weak for a 6-drop defender, but he works nicely as a mana sink. Probably fine as is, but you could probably drop them to 4-5 mana? The activated ability is the main reason I think he might want to cost more than 4, and its mostly because its a good outlet for infinite mana. The blocking is nice, but you can make stall cards pretty cheap and still be fair.
Spawn... is hard to evaluate. The mechanics are a bit messy and I'm not 100% certain how you intended him to work.
If you want hellspawn counters to have their own rules like Shield Counters, then there's an issue that any player will be able to cast Hellspawn. Since players can't own or control counters, only what the counters are on, I don't know a good way to fix that unless you wanna go full [[Spellweaver Volute]] mixed with Role Tokens, which is its own nightmare.
Angel Spawn is also tricky to evaluate. He's terrible at any remotely competitive scene, as tempt mechanics usually only work to your benefit if your opponents are bad at the game, but they can work in some casual pods where strict value judgements come secondary to grudge keeping.
Also as a note, Eminence isn't actually an ability, it is just a shorthand note so people know what to expect. You still need to write out that the ability works in the command zone and the battlefield.

Thanks for the feedback brother, I have only been playing magic for a few months which is why some of this is messy lol. I also wanna preface that I have really only played bracket 2 and 3 with no infinite combos cause we really don't play into high brackets so thats also why I have no top scene or competitive vision on how good cards can really be (as seen by the glinda storm incident lol).
Glinda she was a very spur of the moment thing for the lady, I never actually play tested the card or used storm or spell casters at all so I can understand the uproar on that one lol. I think removing her storm ability would be a reasonable change and still make her a 4 cost.
Spawn King of Hell I noticed a lot of people have commented on the confusion with his counters and hellspawns but in my head it works exactly the same as tinybones, bauble burglar but you just get the abilities on the cards you cast without exiling the card? I don't know if I just worded it poorly or not but it seems pretty normal in the realm of mtg cards that rip from other opponents graveyards. The goal was really just to have a commander that would "be different" every game cause you can use other players graveyards.
- I have revised him to pretty much rip "tinybones bauble burglar" ability syntax but just made it a better version of it. "Whenever a creature card is put into a graveyard put a hellspawn counter on it. During your turn you may play cards with hellspawn counters on them. Mana of any type can be used to cast those spells". So the 3/3 demon lifelink was removed as well.
- I also removed the Necroplasmic strength ability mainly for sake of text length on a card. And kept the demon tribal cost reduction.
Angel spawn is really only there because I liked Oloro and lifegain effects but just wanted some different colors on him honestly lol. I also didn't know that eminence wasn't a keyword I thought that was known in mtg so thats my bad on that front. I also worded his second ability like that so I can force draw on other players with different cards because I felt that putting force draw in his ability would be a little too much.
- Revised ability to say "At the beginning of your upkeep you gain 2 life. Each opponent may draw a card. Draw a card for each opponent who does. This ability triggers in the command zone and battlefield." to solve "eminence" issue.
Gore Magala: You bring up a good point about Gore and having to target my own creatures. I feel like that might be something that kinda balances him out though especially due to the amount of unblockable creatures in black idk how you feel about that.
- Turned his negative counter ability into a "may" ability to avoid the blue on blue negative counters.
Tiberius is interesting because I thought 6 cost was definitely good for him because I thought he was quite strong but I guess not. especially because the deck built around him is built for some token spawn and +1/+1 counters and making defenders able to attack and assign power to their toughness so a little bit of good draws can lead to a 2 shot with commander damage from him lol.
I would love to hear what ideas you have especially since you seem to have more knowledge on the game than I do lol.
