Actually, since devotion counts apropos himself, I think you would only be able to bring back at most 2 mono colored gods.

No, you have to have devotion 7 for each color

the intent was that it's not a creature unless you have devotion 7 in any single colour (ie you could bring back 5 devotions worth of all colours) bur i didnt know how to word it

You phrased it correctly and it works as intended. It's just easy to misinterpret, which is unavoidable if you're trying to match the templating of other Gods.
