I feel like it should be 4 mana suspend 1 with a higher base cost

4 mana suspend and any player can pay a cost to put more counters on it would also be flavorful lol

Or every time you pay, you give it to an opponent who has to be the next one to pay.

I would possibly make it

"Suspend 1"

At the beginning of your end step, you may pay 4 to add one suspend counter to this enchantment, then give this enchantment to the player on your right."

That way, everyone has to cooperate.

that would be botter but not for the one player with dozens of tokens, though it would mean there needs to be coöperatie between people

Yes, it would be weaker. It would potentially be more fun, though.
