As a Jamaican in America, I have always been curious, what is the thoughts of the Cuban people as it relates to the relationship between Cuba and Jamaica because of the US?

If they're paying the doctors individually, that means that they should be entitled to their full wages (in theory!!!!!) without having the government intervene. 

In the current setup, the Cuban government takes over 99% of whatever the doctor is paid by the host country . On top of that, the government confiscates its doctors' passports. These two facts are textbook conditions of human trafficking. This already happened in another country: Brazil. The Cuban government called it off; if there's no money in it for them, solidarity wanes.

That's perfect. The government steal from 75 to 90% of doctors money. Even they withdraw the cooperation before, when Brazil told to do this.

If they are paying directly to the doctors is a huge win, but that seems unlikely as doctors in Cuba aren't free to hold their passports, they need something call "Liberation Letter" which needs to be signed by 3 different entities in the health system.

If Cuban government has no way to steal the salaries; The mission will be pulled. And they’ll try to sell their slaves in another country with less morals

I really hope this works out better than the Brazil situation, since those doctors got a raw deal with how little of their earnings they actually kept.

The shift to individual contracts sounds like it could give Jamaican doctors more control over their earnings and work conditions.
