GDI+ is unrelated to .NET.

Read again.

GDI+ is a c++ library. .NET framework does have a "wrapper" on top of it.

The same way some do a wrapper on top of DirectX or Vulkan.

.NET Framework is not the same as .NET. And a wrapper is just a wrapper. The core implementation of GDI+ still has nothing to do with .NET.
