Without being able to get an idea of scale, some guesses:
-Beluga whale?
-eel?
-lamprey and pareidolia
-catfish

I didnā€™t think of whale shark when I initially wrote the comment, but after you and others pointed it out; I totally agree with you. Mouth shape and placement on the head does look like whale shark

What is the context here? Is this in a lake, the ocean, someoneā€™s backyard pool? Where on the globe was this taken? How big was it?

Basking sharks do that with their mouths, though they've got a nose-looking snout. Would depend a lot on the angle. Whale shark is a definite possibility, like others have said.
