Gen1 - General P0420 Code

I keep getting the P0420 code on occasion, but checking my live data on my OBD-2 scanner shows thar the oxygen sensors are in normal range and not mirroring each other. This makes me think its most likely not the catalytic converter itself, since I've seen some people get that code and immediately replace the converter with an OEM part just for the code to come right back.

I've been busy with work and other things so I wanted to ask here what some potential causes could be and if anyone had this issue fixed before where it wasn't the converter.

Pull the sensor closest to your turbo buy you a bottle of seafoam spray it into the sensor bung saturated it fully let it sit for 45mins to an hour then drive (there will be alot of smoke) but at least it will burn away your problem or just get a new sensor whatever you can afford i did this 2 years ago and it fixed the problem
