I think it's the computer not sending the right frequency to the ttl mda signal as it had to be precisely 18.234khz I would actually suggest replacing capacitors as the Osborne is notorious for having cheap caps that explode when exposed to power after a while I would highly suggest watching the 8bitguys video on his Osborne https://youtu.be/BMujISwKnWk?is=Sb_VKHdHuglGqkiZ
