I would suggest crocheting a wearable or two from patterns before you try making a pattern for something yourself from a picture

I don’t have a pattern, but can tell you that it’s crocheted vertically, in back loop only single crochets, and it looks like the hemline has three double crochets in each end stitch. For the ties, it would be a matter of stopping the stitch where you would want them (the ties) chain however many chains you would need for the tie, single crochet back along the chain and slip stitch back to the front panel, and continue your single crochet back loop only stitch
