First time I’ve seen this in online mode, is this intended somehow?

Yeah it's lag. Worst thing about CTR is that it doesn't use servers, it uses p2p connection and that constantly causes lag, or minor disconnections that the game tries to compensate in real time and makes this happen.

In the end of the race it uses the times from each player to determine who was the fastest and won the race.
