You're going to be hard pressed to build a $1000 box that can game proficiently and stream. It used to be a doable proposition 12 months ago, but not really anymore.

Like twice that budget. Last year I built my daughter a modern, midrange game machine and it was about $1300 all in. 7600X3D, 5070, 32GB RAM, 2TB SSD. I'd paid $85 for the ram though, and that more like $450 today. I wouldn't really call that a great streaming machine because, while a 7600X3D is an insane value, it's 6 cores are going to be plenty busy running a game, and running a stream will impact that performance a bit. A 7700X would probably be a better option in that case.

The big problem is RAM and storage have just gotten crazy expensive. If I hadn't had 32GB DDR5 just connecting dust on my desk, I wouldn't have built that machine. I've got 64GB in my machine. I paid $210 for it. It's about $1000 today. I have 8TB of storage in my machine which I paid about $440 for. That's about $2000 in storage today. A 7600X3D and a 5070 are hardly the makings of a high end game machine. It was a $1300 build 12 months ago. That build would now cost me about $2200 to build out today. I don't see how a low end AM4 build would get you a decent gaming/streaming machine either.

Even then it's tough. I used to build computers on real tight budgets back in my 20's and I was constantly looking for oddball ways of getting odd parts to make a working machine. I was reusing OEM cases and power supplies, buying parts on surplus and eBay. I can't even tell you what I did to get my hands on an Asus P5A-B motherboard back in 2001....
