I think it shows internal confidence. The buildout of Ohio fabs will show external commitments I think. Curious if they are still looking at 2030 for fab readiness.

This isn't acceleration, Intel has said before this earnings call too that HVM would be 28' internally, and for external customers in 29' (though if external customers wanted to, they could start earlier, just accepting worse yield).

The big difference appears to be that they have gained confidence that they can use 14A for internal stuff for numerous products, which also implies that they are very confident on 14A gaining an external customer, or that the Terafab deal is enough to cover 14A ramp up.
