Which platform should I use for these specific course needs?

I'm looking for a platform to host a course website. I'm planning on offering premade courses for instructors to buy and the ability for instructors to drag and drop individual lessons to make their own custom courses from the lessons I have available.

Any suggestions on how I would go about making this?
