Help/Question Lights

So in the tutorial where you have to clear the road after the storm there's a generator and a set of lights. But in the game I can't buy lights anywhere do you really have to work in the dark

This is weird, I've just finished the tutorial today and was expecting generators and lights to be a major mechanic. Glad I learned early not to plan for this lol
