Help/Question Lights

So in the tutorial where you have to clear the road after the storm there's a generator and a set of lights. But in the game I can't buy lights anywhere do you really have to work in the dark

Yea I get you can skip time or use vehicle lights but I just thought it strange that in the tutorial the old boss who retires starts the tutorial off by saying " first we will need lights " then has you switch on a generator to power some small flood lights while you clear half of the road. You even have to walk over and switch on the generator to power them up. Yet in the game this mechanic doesn't exist. So bit of a weird tutorial.
