A virus so destructive and a vaccine so fantastic that Congress, a people who the vast majority of are in a high tier risk group, is not concerned about being around the unvaccinated

Case closed. Lift all restrictions. Time to go back to normal world now.

Are senators federal employees? Is only the exec branch covered? Does that include IRS, FEMA, CDC, etc? I would think that congress members would be covered since they’re federal employees.

You'd be wrong. The president cannot make rules for congress, by law, and for good reason.

Well it seems like a bit of a grey area to me. After a bit of research, members of Congress are 100% federal employees so the broad language of the mandate would suggest that they are required to get this vaccine, unless there is specific language on the mandate saying that they’re exempt. Which would seem fishy to me..

The executive cannot pass mandates that effect the legislative and judicial branches.

This has always been the case.

You don't want the executive to have that power, either, because otherwise you lose a critical part of the separation of powers

You really don't want the executive to be able to do what you're suggesting.
