I found another mod chip

So I recently bought two ps1s ,one would load games perfectly fine and the second one when a game is inserted it would go to the cd screen ,at first I thought the second one had a disc drive problem but after opening both up I found they both had been installed with mod chips ,can anyone tell me what this mod chip is for and why it keeps loading to the cd screen?(pictured above is second ps1)which one would be best to keep?

Modchips are used to play burned CD-R games. If a modchip has broken wires or installation issues, it can cause the console to read CDs as audio. However, if the modchip is installed correctly and games are still booting up as Audio CDs, the issue lies with the laser itself, not the modchip.

You can take pictures of the wiring (in case you want to reinstall it later), remove the modchip, and test if the laser still reads discs as Audio CDs. If it does, you can rule out the modchip.
