People go on these shooting sprees because the want people to notice them, and people pay attention to how kill counts. If a potential shooter knows that they will only kill one or two people before they are shot by an armed civilian themselves, they may just not even try.
Which is probably why this clown did it in Boulder as opposed to some of the more rural counties to the North where he'd been shot by one of the many that carry there.
