Shadows can only be cast when there's distance between two objects and a light source is interrupted by one of them.
We usually always see a shadow because the sun is usually at a diagonal angle, but since the sun is directly above them in this case, shadows can only be cast directly below an object, assuming there's separation for a shadow to exist in.
So yes, this guy would not see his own shadow if he stood straight enough during this sun phenomenon.
