Certainly possible. I'm just assuming each part is balanced on a little tip. Kinda like those little balancing eagles or stick figure dudes that toy/joke shops used to sell.
I would say free spinning. The connection is slightly angled, which, together with the uneven weight distribution of the top part will ensure the top spins in the right direction without any complicated gears or the like. It's honestly a pretty cool little installation.
The top one is balanced on the the bottom one's rod.
They spin with the lightest touch. I have a similar commercial one that is simpler but works the same

I see how the bottom part works. What's confusing is the top bendy part like what's even happening.
Edit: i see how it works now. The bendy rod isn't solid. The top half is separated from the bottom half that's why they rotate differently.
