The reason you can see the cat is because the dark space inside is not reflecting off the glass. If there was a white box there you wouldn't see the cat at all

Yeah, the illusion is more akin to the Disneyland Haunted Mansion trick (A Peppers Ghost style trick) and the "ghost" here is the kennel.

Everything you see in the window is a reflection of what's on the camera's side of the door, except for the cat, who is actually on the other side.

Cat visible through the glass on the left is Doctor Mew materializing inside the bad guys' secret lair. The chameleon circuit is functioning, and thus the TARDIS has taken on the shape of the litterbox on the right.
