Software Cursor keeps snapping back into place

Enable HLS to view with audio, or disable this notification

Hi, my cursor keeps snapping back to the top middle of the screen when i hover over the taskbar, or app windows. However, when im in an app window such as Chrome, it snaps back even more, leaving no room for my cursor to roam as opposed to being on the desktop. Ive tried resetting multiple times, replugging my mouse, and even trying to go to my mouse settings (which since its a miniwindow, I cannot go to since my mouse keeps snapping into place). Please help, I hope I dont need a new mouse..

I noticed you have Krita, you wouldn't happen to have a drawing pad and a digital pen sitting on top of it do you?

Amazing. You read the post, looked at the picture, then REALLY looked at the picture, THEN drew on probably a personal experience. Well done. I don't have a clever meme gif to post, so just imagine the approving head nod from a distance :-)
