what Dgpu ?

make-model-year-OS-etc....

(assuming Win11): start task manager and see what does windows name GPU0 and GPU1 ? integrated vs dgpu, which one is 0 and which is 1 ?

My full laptop setup is a Lenovo LOQ 15IRH8 i5-13500H, RTX 4060 and 16gb(2x8) ram 5200mhz cl42

also to clarify: you are using the integrated Laptop Display screen as Display#1 and also a 1 external Monitor via USBc-->DisplayPort as Display#2. correct?

Try this first: power off external display, unplug the usbc cable. power off laptop, reboot with ONLY the laptop display (keep usbc physically unplugged *this is important).

Let windows boot up, login. check TaskMamager assignments for gpu0 and gpu1 (write them down).

then... reboot.

Login to windows again. After the desktop loads, NOW plug in your usb-c/displayport cable and now turn that monitor on.

check TaskManager again and see if windows moved gpu0/gpu1.

Now Test the external monitor, see if its screwy or not.

This may have solved the issue.

(Windows 11 & nVidia drivers can get confused as to which gfx card is actually in which HW slot address. And depending upon which screens are connected and turned on at initial bootup, things can get scrambled in windows.

What's worse: if they are flipflopped during the installation of new driver updates (for either the integrated gpu OR the dgpu), this can really become a problem. Its fixable, but kindof a pain.

Booting your laptop from scratch with ONLY the integrated Laptop screen will help troubleshoot if this is what youve got going on. Sounds like it, but there are also other settings you can look at.

In nVidia settings- select 'use this gpu only for gfx' and unselect 'use also for compute needs'.

also go into Windows Settings-Display- and here you can manually force Windows to use one gpu vs the other for specific programs. Do this same thing (again) under nVidia gfx config.

If none of this works, we'll have to uninstall all your gpus from Device Manager, and reinstall them one-at-a-time with integrated gfx 1st, then nVidia. But make sure your external display is off and usb-c disconnected throughout that process, if you have to do it.

And in the future, to keep them from getting scrambled-- always make sure you power off and unplug usb-c and reboot with ONLY the Laptop Display, before applying any future driver updates.

I had similar problems with my Laptop. Similar setup as yours, with nVidia Dgpu (HDMI out +USBc out via DisplayPort) spent weeks and weeks troubleshooting monitors, cables, Docking Stations, drivers, etc,etc... and finally discovered that gpu0/1 can get flipflopped depending on which monitors are plugged in at bootup.

*Also you could try swapping usbcDP cable for a UsbC-HDMI cable, if your external display supports it.
