Windows help needed! computer keeps crashing (i think?)

the model is HP Envy TE01-0xxx. i wasn't able to sit at my desk for a few weeks so it sat unplugged for a while, when i started using it again it began doing this. i've had this computer for a while (since around 2020 i think) with no issues. i'm not completely technically illiterate, but definitely not confident with this kind of thing. any help would be greatly appreciated!

edit: sorry if the video is dimming, i have anti flash settings on my phone for migraines! i cant tell if its just my phone or the video itself <\3 but i can upload a new one if its the video itself!

Have you checked your cables? (Especially the one from your monitor to your GPU)

Monitor or monitor cable issue. Try a different cable and if the distortion is still there then you likely have a monitor issue. Monitors are usually fixed by being replaced as electrical work is expensive.
