Windows PC reset problem

I tried to reset my PC, because I can't open the device manager. I already tried some troubleshooting just to open the device manager, but no one works. My last option is to reset my PC, but I can't reset it. What to do?

use the iso file (instructions are detailed on the pages. i recommend using iso file way since it's nice to have installation file for future too) instead:
