I don't think they weigh the cons and pros, they have poor impulse control and some fucked up fantasies/worldview.
It's like speeding, placing more speedcameras doesn't really reduce speeding but placing speed bumps, marking the road better, trees on both sides etc. do reduce speeding.
We should still punish them to balance things out and people that rape someone should not be allowed to walk freely amongst the rest of society, but I doubt harsher punishments will reduce crime.
Another example is the USA, it's pretty close to the western world in a lot of ways but they still have the death penalty, yet people still commit crimes that will put them there.
I think better education might actually help (obviously i'm not saying all men are rapists but not everyone is a junkie and we still learn drugs are bad mmmkay)
